Germany and France Announce Partial Lockdowns Amidst Second Coronavirus Wave

The Deutsches Theater in Munich.  Theaters in Germany will be closed during the lockdown period.

France and Germany enacted sweeping restrictions in an attempt to curtail the spread of the coronavirus and the rise in hospitalizations.

Germany will close bars and restaurants including Gaststätten, Kneipen, and Cafés starting Monday through the end of November while curtailing hotel stays for leisure travelers.  Restaurants will be allowed to offer takeaway and delivery during the closure.

Professional sports teams will play in empty stadiums, while theaters, opera houses, casinos, museums, convention centers, and fitness studios will be closed as well during the period.

“Within weeks we will reach the limits of our health system,” said Bundeskanzlerin Angela Merkel at a news conference Wednesday evening.  “It is completely clear that we must act, and act now, in order to prevent a national health crisis.”

France’s lockdown will start Thursday evening, said President Emmanuel Macron in a televised address Wednesday evening, who said that the government had no choice in the face of a rising number of cases in the country and a limited number of hospital beds.

Nonessential businesses including restaurants, cafés, and bars will close and public and private gatherings will not be permitted.  Telecommuting will be the norm as will online classes for university students.  Meanwhile, public services will continue and factories and farms will remain open. The country will not impose the strict restrictions it put into place in the spring on visits to retirement homes and attendance at funerals.  Those businesses affected by the lockdown will be eligible for financial assistance.

The president said that the lockdown will continue until at least December 1.
