New York City Mayor Bill de Blasio said Tuesday that the city will fine those who refer to wear a face mask in public.

The move follows Governor Andrew Cuomo’s announcement that the rate of positive tests for the coronavirus had climbed above the 3% range for the first time in months.

The rise came largely from people in nine postal codes where health officials have reported a worrisome increase in cases.  In some of these areas, the positivity rate was 17%.

The mayor said that police and other officials would first offer free masks to anyone found without one and would only fine that individual if he refuses to put it on.

The amount of the fine was not announced at press time.
